One-call constitution generation

When MCP_ENABLE_WRITES=true and MCP_ENABLE_AI_ORCHESTRATION=true, an authenticated client can call generate_style_constitution_candidate with a product brief. Astra and Fable receive the same frozen context independently, cross-review, revise for a bounded number of rounds, and only produce a candidate when conflicts are gone and deterministic validation passes.

The generated candidate is still not a release. Astra/Fable exact-hash approvals remain required. The optional publish_release tool is separately disabled by default and, when enabled, requires a distinct human-held approval token in addition to admin authorization.
